feat(site,web): the anvil — eitri's favicon

One self-adapting SVG mark (dark ink on light tabs, chalk on dark via
prefers-color-scheme) serves both surfaces: the console's tab icon and
every static-site page through the shared template. The site build
publishes it beside the stylesheet.
