Web UI: render diffs, inline comments, and review history on patch detail pages

The web UI currently shows patch metadata but doesn't render the actual diff, inline comments positioned in the diff, or the full review history with verdicts. Reviewers following a link to a patch on the server should be able to see the full review context — the data is all available in the DAG, this is a presentation gap.
