keyRefusalBody's e2e coverage is loose (one grep in e2e_04_handoff.sh)

From M15 (Task 11). The four binaries' key-refusal lines share one owner with a literal unit pin, but e2e pins the vocabulary only via the announce-none scenario's loose grep (^muxd endpoint: .*staying on ssh). M15's regrade mutant (c) was caught by unit pins alone. Worth an e2e-side exact-line check on at least one refusal per binary if the unit layer ever thins. See decisions.md M15.

2026-08-29: still one loose grep, now '^mux d endpoint: .*staying on ssh' at test/e2e_04_handoff.sh:416. 'Four binaries' is one binary, mux; the owner is unchanged.
