mux web: one --key for all quic tiles

Field finding from the M17 kill-criterion run (2026-08-13). muxweb resolves ONE key (--key / MUX_KEY_FILE / default) and every quic:// tile dials with it. A wall spanning boxes with different PSKs cannot mix them — the trial had to unify keys across boxes first. Options: per-target --key (positional, following its tile), or a keys directory keyed by host. Related: the deployment habit of per-box 'muxd keygen' produced three different keys across desktop/LAN/WAN, and mutual auth turns that into silence ('did not answer') with no hint which side is wrong — a keys-mismatch diagnostic (key fingerprint in 'muxd endpoint' announce? in the refusal path there is no refusal to decorate) may be the more valuable half of this issue.
